"It's open," Dazai calls out, because getting up to unlock the door would be too much work, so he'd simply left it open. If someone who shouldn't be there wanders in, then he'll deal with it. If it's not Jouno... well, maybe a threesome is on the table. He hasn't cleaned up at all--there are too many bottles of sneaked-in alcohol in the room, but it's not like anyone is going to come in and scold him for it, so.
At least his bed is clean! Not made, but it's clean. And that's what matters, since that's what he's going to be using. Dazai couldn't care less what Jouno thinks of the state of his room, as long as he's not knocking into things or tripping over clothes on the floor. All the clothes are in the hamper, at the very least.
